The lack of funding from Congress provides the opportunity for additional federal staffing cuts.
The White House Office of Management and Budget (OMB) directed the departments and agencies of President Trump’s administration to prepare for reductions in force (RIF) in the event of a likely government shutdown. The office has taken action as Congress has failed to approve appropriations or a continuing resolution for the coming fiscal year beginning October 1.
“We remain hopeful that Democrats in Congress will not trigger a shutdown and the steps outlined above will not be necessary,” the White House memo stated.
Once fiscal 2026 appropriations are enacted, the memo says, agencies “should revise their RIFs as needed to retain the minimal number of employees necessary to carry out statutory functions.”
The minority party has rejected two funding proposals, insisting that healthcare subsidies be extended that are set the expire at the end of the year. However, the proposed continuing resolutions were presented as “clean” because they lacked these types of additional provisions.
